Is it at all possible to build a gun turret (like the ones on battleships) in minecraft using any mods at all? One that can rotate and be fairly powerful.

Yes ICBM has turrets, a few different varieties. they are the sole reason I installed the mod. Its fun to watch them do their work.

I don't like them that much, they're cool and all, but not only do they shoot you once if you kill them to obtain the item, they aren't very good at detecting mobs and can be easily destroyed by them, leaving an item drop about to despawn.

Yeah, I don't think that mod was made for general play but more for custom maps. I have never seen someone make a proper test chamber in SSP or SMP, mainly becasue you can portal any block.
