Problem Tried to do a restart of server, and it wouldn't work

Playing a Project Ozone 2 game, and was having issues after my buddy's internet crashed (he hosts the server).

Things were running OK, I could log in and play, but was having some issues where it would have 2-3 second freezes every 5 mins.

Had him try to restart the server, to see if that would help.

He stopped the server, then restarted and this is the crash report he got (crash-2017-04-20_18.24.40-server.txt, hopefully attached below).

Tried re-installing server, and got a different error. (crash-2017-04-20_18.20.35-server.txt, hopefully attached below).

Any thoughts? We're a bit new to the modded server management, but he has run a vanilla server for quite a while if that helps.

The first error is caused by corrupted simple achievements data, deleting the simple achievements foler should fix that.
The second error should be pretty clear: java.lang.RuntimeException: java.io.IOException: The process cannot access the file because it is being used by another process
