treecapitating without treecapitator

I've been playing horizons for a few weeks and have been really enjoying the instant leaf decay. no more floating shrubs!

I went to see which version of treecapitator was in the pack, and I cant find it.

There's a /config/treecapitator.cfg but nothing in the mods folder.

Is the functionality of treecapitator being included inside another mod?

The fast leaf decay is from Random Things.

Aim to get a lumber axe from Tinker's Construct or an Axe of the stream from Thaumcraft. They have treecapitator like properties.

Yes, my first step into tech is always the smeltery, but they dont get rid of the leaves in a heartbeat, which really is so much more important for me.
