Windows .jar Tools not Charging

Recently I've made a lappack and a solar helm. The solar helm only seem to recharge on the lappack & my electrical jetpack, but won't charge my electrical tools. I'll looked at the wikia but no avail.
the same thing is with the lappack aswell. I can't find the solution the my problem. (Using the MineCrack FTB 8.0.1)

Tools don't recharge from the solar helm, only the lappack. The solar does indeed only charge the lappack and jetpack.
Now to recharge a tool from the lappack it has to have more then 0 charge, you have to be wearing the lappack, and then you use the tool once and the tool recharges from the lap pack.
So you must never, ever, let the tool run out completely, or you'd have to drop down a batbox, put the lappack in to charge the batbox, and then put the tool into the batbox to recharge from that. Finish by putting the lappack in to draw out the last of the charge in the batbox, then take the lappack and break the batbox.
