So im new to feed the beast and i want to play singleplayer surivial. I turned off the cheats but when my shovel ran out it came back brand new. I thought it was just glitchy but when i try to use it, it worked. My question is, how do you stop that??

I suspect you may have shovels from your inventory dropping onto your hotbar when one breaks. This is a function of the inventory tweaks mod, if you have a similar item in your inventory then it will jump onto your bar when you run out or break that item.
No. I only just created the map and i had one. I have watched videos where the map owner has cheats like that where he gets tools coming back. All I had in inventry was wooden pick, wooden shovel, wooded hoe and some wood. But then the shovel broke and it came back.

I have a similar same issue on occasion. When I deplete a pick while mining, and then release the mouse button and open my inventory to fetch another pick (inventory tweaks will not refill enchanted picks, for example, especially when they have slightly different enchants due to the random nature of enchanting), there will suddenly be a copy of the destroyed item in the slot I try to place the new one in. The copy item has a completely empty durability bar and is only good for 2-5 uses, then it breaks again. And, of course, there might be another ghost copy appearing, just like after the first breaking. Sometimes it doesn't happen at all; other times I can have the same tool reappear on me 5-6 times in a row until it finally stays dead.
I've had this issue back on 1.2.5 on a Tekkit server as well, and potentially (though I cannot really recall properly) in singleplayer worlds as well.
Usually I just shrug and try to get rid of the copy item quickly. But since it has near-zero durability it doesn't matter much.

It might be due to server "lag".
Basically, when you break a block, it substracts 1 from the durability.
On servers (and now even ssp), you sometimes have times where you break a second block behind, or have to break a block twice.
When the tool breaks in the client, the server sometimes realizes that it should still have some uses left, and tells the client to make the tool reappear with some uses.
If it gives you back an unused tool, that is an other problem though.
