First of all, I'm using DireWolf20 1.6.4 pack. Recently made a TiC pickaxe with the energy modifier since I have a Power Suit that produces power for me. What I noticed about my pick is that there is a durability bar that is slowly going down, which I don't understand. Then I go into my inventory to check it out, and have no EU in it. Shouldn't it be gaining power from my Power Suit (I have IC2 Tier up about halfway)?

Not too sure about this. I can't add the other energy modifiers because they take RF, not MJ (which is also generated from the power suit). Any help here?

Yes, your TiC Tools can accept power from your MPS Armor even if you charged it using EU, and vice-versa. If you mean "why is my durability bar going down on my TiC Pick instead of the energy", then maybe you should keep the TiC Pick charged, as the charge can run out, and when it does, the tool can take damage normally.
Also your MPS suit can take RF, as an aside.

I think that the powersuit can also drain energy from the tools to power itself, is that what is happening?

No, I never filled it with any charge in the first place. I'm used to most power tools automatically getting a charge, but I had to fill it with some EU before it could even get any.
But no, as far as I can tell the Power suit does not drain power from the tools.

That's why. At 0 charge TiC tools will start using its natural durability. The TiC havent been using the charge in the suit directly like an IC2 tool does with IC2 armor in my experience. MPS will charge the tool up when the suit has no where else to charge itself (like if you have a solar panel or kenetic generator installed). I can only speak for RF tools, but it goes kind've slowly at only 75RF/t. Wished I could put a bigger better battery in it.
