Each time the server restarts they F-up and when the player tries to wrench them to fix it crashed the server.
If he removes them and replaces them nothing wrong happens.

Go into MCEdit or similar and navigate to the block at193,53,303. Chances are that you'll end up getting another crash because there will probably end up being multiple 'bugged' liquiducts but every time just look in the crash report and look for this line:

One reason why its crashing is because your using MCPC+ which is likely to break something. I wouldnt recommend using mcedit unless you want modded items in that chunk to be deleted as well. Either use a script to remove the block itself or use nbt explorer and goto that chunk.

I would recommend upgrading to the latest version of MCPC+, inform them of the bug or downgrade or remove it from the server.

It seems like you're using too much protection plugins, I recommend using GriefPrevention for region claiming, and CoreProtect for rollbacks and for logging, Worldborder is fine too, but try wrenching the the liquiducts in other area, that is not Plugin-protected and see if it works.

I can see that you have EssentialsProtect and EssentialsAntiBuild, they might interact with GriefPrevention, maybe you could disable all your plugins temporarely and try messing with the liquiducts again, if they're working, then it must be some plugin causing it, try enabling plugins back one by one and repeat the liquiduct interactions.
