Has anyone experienced any problems finding cacti? I just NEED to have waterproof pipes and I can't find cacti anywhere! I went to journeys all over the nether and setting up dozens of portals to find a desert but nothing!

Any ideas? Similar experiences?

You could always make a Mystcraft age that's a desert (if you have the creative Notebook).

Alternatively, bees provide honey comb which when centrifuged provides beewax which can be turned into the waterproof stuff.

I got rather lucky. Spawned on a redrock mountain right next to a desert/extreme hills/plains.

Fortunately almost any bee you come across from hives are able to produce combs that make beeswax, so it's as easy as making a few apiaries, a few frames, and go hunting for some bees to fill them with, no funky breeding necessary.

Ironically, one of the best species to do that with is the desert-dwelling bees, due to their nocturnal status and the fact that it doesn't rain in the desert, letting them produce 24/7. At least until you find Eternal Day and No Weather symbols.

If you find red hills and the little cacti that spawn there, you can turn them into cactus paste, then into a cactus green which can be turned into pipe waterproofing.

I had the same problem. I explored 2km in all directions from my HQ and not a single desert to be found. The downside of Extra Biomes I guess. I ended up just creating about a dozen Mystcraft ages. ~10 to populate my notebook, then another one with 2 desert biome variants. Popped in, found cactus not 100m from where I was dropped off.

Although the way this world is going I probably won't need too much of it. I've made 5 liquid pipes. 2 to connect my steam engines to my AA and another 3 to get my Magma Crucible connected to my Igneous Extractor. From here on out I'll make obsidian via the MC->IE combo (portable tank FTW!). This will lead to the hardened glass I need for liquiducts. Once I played with them last world there's no way I'm going back to BC liquid pipes. :)
