I'm certain there are other posts if you use the search feature 
She just doesn't have the time anymore, as she has a very demanding job. I recommend to keep an eye on Project: Red as its being updated currently and is very similar to RP2.
I can't be certain but it might have something to do with a combination of her RL work makeing her busy, low enthusiasm for the game compounded with being messaged by over entitled ingrate twits spewing hate.
If I was her I'd never even play the game again... I'm not sure the job thing is the main reason why she hasn't updated. I think she's honestly burnt out by a lot of bullshit.
Still, it would be better for her to release her project as open source so the work can continue. But TBH she doesn't really owe anyone anything, we did nothing but play the mod and constantly harry her for updates.

A forum search could avail you of several threads on the subject. Because of how heated this subject gets, I'm going to just lock this one now before it has the opportunity to go there, but the simple answer is: nobody knows, because we aren't Eloraam.
