Here's the easiest way I've found to explain how to access the config folder for FTB mod packs.
It's especially good for people who are new to accessing and tweaking their Minecraft instances.
Open your FTB Launcher
Choose or hghlight the specific modpack for which you want to change the configs
Click on Edit Modpack button on the Launcher (It sits directly below the OPTIONS and MODPACKS orange texted tabs)
Click on Open Folder button. (It is found below the Enabled Mods list)
Click on the second to last word in the address bar on the top of the window which should be minecraft (This brings you to your Minecraft Instance folder)
example : C:\Users\Owner\Documents\My Games\Feed the Beast Stuff\Monster\minecraft\mods
Open the Config folder and find the particular mod's config file you want to alter
