Thaumcraft 4 - Frugal enchantment?

I was making some enchanted books in auto-enchanter and one of them was Frugal. In Thaumcraft 3 its been using on wands (like unbreaking) but in Thaumcraft 4 the wands cant break so why its still there?

Frugal reduces the amount of vis a wand uses. This works for casting and also in the table and stacks with the robes discount.

Edit: frugal has to be on the wand foci, not the wand.
