How do i make a block of ice for the ice wand core? Is there a way without learning other mods?

you could always try checking if there's a recipe in NEI for crafting ice
it could give you some results from which you can pick the most easy one

Depending on what other mods you have, you can use the Glacial precipitator from TE. IIRC, all it needs is a water supply and it can make snow, ice, or packed ice without requiring power

No, it uses power. But all it takes to run is 20 rf/t . 4 survivalist generators can produce this much.
