Windows .exe Texture Packs not downloading properly

I'm trying to get a texture pack for the Horizons modpack, and whenever i click "install texture pack" the Download window opens for a fraction of a second and closes instantly.

Currently the 1.6.4 resource/texture packs are not working in the launcher. They used Jaded Cat's resource pack to test it and it is currently not working.

glad to know its not just me. is this an on-going problem, and is there any sort of time-frame for a fix? also, is there any work-around you would recommend, specifically for the jaded cats pack?
