It doesn't really make much sense to add another bunch of mods which at their core do the same as the already available ones.

That's not really a great reason for not including UE in the Ultimate pack, after all they added Factory Reloaded which was another power system, the same for factorization etc. Overlap isn't really a reason to not continue to expand the number of mods in the packs.
Beyond "there's no point" has anyone found a reason why its not been done? I was kinda hoping the Ultimate pack would be, well, Ultimate and I figured it might not be due to permissions or something.

Mine factory reloaded does not have a power system of its own and requires either buildcraft or IC2 to power it. Now it does over lap with forestry with farms while at the same time adding animal and mob farms with a bunch of other cool items.

As was said by one of the mod pack devs that more then likely put the pack together or helped in doing so, UE was not added simply due to how redundant it would of been. You can argue it all you want or try to justify adding it but at the end of the day it is up to the FTB team and their intended plan for the pack. Which ultimately is for a modded sky block style survival challenge map, just look at the past FTB maps in the launcher or the Pax east map.

Here's some downloads for your tekky-volt baby, go nuts!(Also Thaumcraft, This is the most up-to-date as I could get it)
Client: http://adf.ly/PzICM You will need the Technic Launcher, go to run -> %appdata% -> .technic and replace your tekkitlite with the downloaded tekkitlite. Open your launcher and select tekkitlite, do not let it update! and everything should run well!

Server: (Will take a ton of RAM to run, and takes a while to load up) http://adf.ly/PzI3g Just place the folder where you like, open it and to run it double click the TekkitLite.Jar. The server will open up and start setting up spawn, if it is taking ages for it to load that means it's working :)

I think that the other reason of not including UE to Ultimate is that it doesn't have... stable "balance". We even asked AS developer to add configs for his mod since its balance is so bad...

The thing about modpacks:

i dont have to distribute the files i can just say

Get *Insert list of mods here* and you'll have a pretty neat pack

I mean anyone could easily just go and download those seperate mods

It is not easy by any stretch of the imagination, unfortunately.

Yes, but depending on how many mods are on it, it could take a fairly long time to download all the mods.

Mod authors seldom maintain links to old versions of their mod. What's more, even popular mods may have version rollbacks or bad builds.

So it can be impossible to construct the mod pack. You cannot build old versions if resonant rise on your own. They are lost and only my S3 archive had the exact releases for several mods.

Basically, most mod authors leave mod pack maintainers very few options besides redistribution, and in general they have lots to gain and nothing to lose by redistribution. But, bizarrely, they forbid it.

So we end up with stuff like my pack in Limbo as I try to find the time to bribe mod authors into giving me the privilege of paying bandwidth bills for them. On bad days I despair that ill never get perms for the pack I'm finishing despite the fact that it is very clear that lots of people want it and I have worked quite hard on it.

A part of me knows full well that if I posted the modpack right now, the reality is that no one would stop me. Some authors would be mildly irritated, but they'd also not be irritated enough to retain the services of a lawyer and pay for a real C&D to be written. Even less likely would be actual legal action being taken. Surprisingl,y forgecrafter Tahg seems to have done this.

I've resisted that temptation because I'd like very much to engage in a equitable back-and-forth with modmakers. I feel like the testing team we have does a really good job of stressing and beta-testing mods and we release often enough that we find a lot of bugs and balance issues.
