Title Stuck on 'Downloading pack data'

Details of the issue When I double click on the FTB symbol on my desktop, it boots up the command panel, but then stops at the stage of 'Downloading mod pack,' the thing is that FTB has worked for years and now doesn't. This is the code:
Setting up Launcher
From Console: [Fatal Error] :6:3: The element type "hr" must be terminated by the matching end-tag "</hr>".

I just had the same issue. Delete your old launcher, and download a new one from the website. (Direct legacy download for Windows: http://ftb.cursecdn.com/FTB2/launcher/FTB_Launcher.exe )
With the new launcher just run it as normal.

For another issue a friend of mine just had where clicking the launcher does nothing entirely, on Windows open a command prompt, and type: java -version
If it returns your java version, and Build info, you'll have to re-install the FTB client. If it returns an error, you will need to re-install java. Taking care to get the proper bit version (with (95% of systems running 64 Bit now, that's probably what you will need). The 64 Bit java client can only be downloaded as an "Offline Installer" not the standard installer.

Just tried to open the launcher via my desktop icon and it stops loading after recording the above errors
 
Had that problem. Just keep your saves and journey maps, delete the ftb folder and restart the program. Will make a new folder. Replace the saves and journey maps and boom it worked for me on two different computers

Waste of time in this case. OP and other person need to manually update their launcher like mentioned in latest news post and in multiple similar bug report answers.
