It's from Steve's Carts. Find a santa villager to trade it to, or craft the warm hat thing to give to a villager to transform them. You trade the present for green wrapping paper. You get red wrapping paper from killing Blazes. Look in NEI for the gift storage module, whatever it's called. It's a mid-tier side storage module. NEI should be able to lead you through assembling the rest of it, I think. The wrapping paper are the only two tricky parts.
