it is from steve's carts. can use it to trade with a special villager. You can create it by taking a warm hat that you can make and using it on a villager, he will take the presents and allow you to make special modules for the season.

Steve's Carts. Trade it to santa villagers it generates to get some of the necessary materials for a mid-tier storage unit with freebies already in it. You'll need to collect materials from blazes as well, and I forget what else. Check through NEI for a lot of it. The trades and drops are the only things it doesn't list.
