Problem Steve's Carts Wood Cutter/MCPC Issue

I'm Currently running a 1.5.2 beta server and seem to have an issue getting the Steve's Cart basic wood cutter to plant saplings. I've looked into it and have seen some things about it possibly being MCPC not allowing the cart to place blocks as it can cut them down just fine. If anyone knows a work around or solution that'd be great! Thank you
