Windows .exe Steve's cart not planting

hi,

I'm having the issue that my steve's carts not planting the saplings,
afther some searching around I didn't find any solutions that worked for me
I've added all the following names to the op list:

[minecraft]
[Minecraft]
[[Minecraft]]
[[SteveCarts]]
[[SteveCarts2]]

I've found that here:

the server is running the FTB unleashed pack v1.1.13
and the server is running:
git-MCPC-Plus-jenkins-MCPC-Plus-Legacy-644(MC:1.5.2) (Implementing API version 1.5.2.-R1.1-SNAPSHOT)

anyone has any idea what could be worng?

Just a little bump for this thread. I too am having exactly the same problem and have tried everything that the OP has to no avail.

Any help you could give would be awesome!

we have this problem from time to time with this on the server. sometimes it will plant though. for some reason upon server restart the permissions files do not load for steves carts. a lot of the time a second restart of the server fixes this.
