So I'm working on a rail network, and I see in the MindCrack pack that there's a recipe for regular tracks that takes 6 steel and a stick to make 64 tracks. This looks very nice, and I make myself a blast furnace to get the steel to do that. After I get some though, I find out that the steel for this recipe is one out of 3 different ones total, and is not the one produced by the blast furnace. Looking through NEI, it appears to only be craftable by furnace-ing a different kind of steel dust with no recipe to obtain.

1) What is this mystery steel, and how do I obtain it?

2) Is there any way to set up configuring so steel is steel is steel and I don't have to juggle different types around?

I think your issue is that Train craft steel is different then the rest of the steels. Traincarft steel does not need anything but a crafting table (the traincraft one) to make so it is made non interchangeable with all the smelted type steals.

So steel from the blast furnace will work with Railcraft tracks that need Ties not sticks. the Stick version is Traincraft which requires its own easy steel to make.

At least this is how I understand it.

Wasn't traincraft's steel added to the ore dictionary? if so, you could always try running it through a lexicon.

Holy cow, I didn't have to wait on my macerator for all that coal dust all that time!!!
