Is there any statistic out there how much fuel (biofuel, coal coke, etc.) you need to heat up?
I'd see some numbers in random threads (e.g. ~200 Buckets of Fuel for a 36HP/LP (i dont know excact things, this is what i remember)).

From what I've seen in later versions of Railcraft, the heat-up period is basically removed. However, once at 500 / 1000 degrees, the boiler consumes around double the fuel as compared to older versions.
 
The boiler always consumes fuel at the same rate, but it doesn't produce steam until 100 °C. Then it produces a small amount, gradually rising until the temperature maxes out.

Im playing on 1.5, so it consumes fuel at a higher rate if heating up.
I think what you described just happens since 1.6/7 (?).
