Steam Turbine on FTB Interactions? Cover goes where?

So I've been playing FTB Interactions for... a long time. I'm getting ready to enter the LuV age but my power production needs serious updating. Most of the people I've watched playing the pack at this point go the Diesel Engine route and give up on steam. I, however, built the steam turbine first, have a good steam infrustructure, and don't have enough titanium yet for the diesel (nor any decent infrustructure for it) so I wanted to try the steam turbine. I've already got the Ultimate Mechanical Pipes piping my steam around.

So I built it, hooked it up, got it spinning for a few seconds, and then it consumed all my steam and shut down, and then just started flipping on and off rapidly and producing like 1 EU per second, lol. A peek in the questbook suggested connecting a Pump Cover to limit the steam to match production. That sounds ideal... the problem is, I don't know how to connect the cover to a multiblock such as the Steam Turbine.

So I've come here to you guys hoping you might be able to help teach me how to use a Pump cover on my steam turbine. I see I can maybe attach it to the input hatch? But one side of the hatch doesn't allow it, so it would end up hidden inside the multiblock? I also know I can get into the GUI with a screwdriver and change the rate, but I'm not sure I know what I'm doing in there - change it to input and multiply my steam production (mb/t) by... 20 to get mb/s? Having tried that, it still just toggles like before, so I'm guessing I did it wrong.

I used an HV pump if it matters, but I also have an EV and IV pump available if one of those might work better. I also read somewhere that they might need power - not sure how to give it power if it's hidden in a multiblock.

Would love your suggestions.
