In water, anyway. Found this out by accident - having found a pair of flippers in a dungeon chest, and recently killed a squid, I morphed into one to go & hunt some more squid. Let's say the speed boost is... considerable.
Not without risks and downsides, though - seemingly the only way to stop is to hit a solid block, and extreme care is needed while jumping (plummeting squid, anybody?).
I'm going to assume this is an unexpected interaction between Morph & BoP, but it is a lot of fun
