Solar Panels are still hard mode even though i changed config?

The ultimate has a harder recipe that takes uranium but when I change it to hard recipe off it still tells me it takes the uranium when it should just be Sunnarium alloy advanced solar panel coal chunks and a lapis block, also the advanced solar panel still has its hard recipe with that config for some reason
