Details of the issue How would I create a dimension that's not a void dimension?

How would I get more dragon hearts if I can't resurrect?

Also, I know that you can make a dragon dimension but How?

It is set by default in the config that it is void only.
SkyFactory 3 > Config > RFTools > Dimensions. Find B:voidOnly=true and set it to false.

Why are you not able to resurrect the dragon? You do not resurrect it the same way you did in 1.7.10. You have to place End Crystals (they are craftable) on the end portal that the dragon spawns when first killed.
You need four of them and they must be placed on the bedrock aligned with the torches. http://imgur.com/a/8JhqY

Try adding a terrain block module and terrain generator module, not sure whether it will work though

How would I get more dragon hearts if I can't resurrect?
You can; the vanilla way
