Problem [SF2.5] New update, where to place the manifest and overrides folder

I am new to running a server. I am running it localy to help with lag etc. while playing. The newest update is a zip with an overrides folder and a manifest.json file.

After spending a couple hours googling and searching for a readme I have come to post my question here.

Do I need to run this file or just place it in my server directory as the zip or extract it into the folder and run the server then delete the files or just leave them and it will override everytime the server comes up.

Thank you, I went down a rabbit hole of links to get the zip with the overrides. I appreciate the help.
