Setting a spawn point

Hi guys, recently new to the forums here, hoping this is in the right section for the subject matter

Any ways, here goes, I'm having an issue with setting a spawnpoint on my server. I've created a spawn town, where I want new people to spawn the first time they join the game, I want it set on a specific block. I want the same spawn point to be used for players who HAVEN'T registered a new spawn point by using a bed, upon player death.

The spawn town location is only accesible via the spawn point, there are teleports out of the town, but after that, the only way back in would be to either fly over the walls or die without using a bed.

I've read that the /setspawn command in forge essesntials is broken and not working correctly, I'm really hoping I can do it with out having to install anything else :/

I'm not sure how to set the spawn you may be able to use an nbt editor on level.dat but you could also use a command block to teleport new players from the spawn to where you want spawn to be.
