Problem ServerStart.Bat

Trying to run a Regrowth Server for my friend and I and i'm struggling with setting it up. I downloaded the server folder, said true to the EULA and ran the minecraft_server1.7.10.jar and forge.jar and when I clicked to run serverstart.bat this came up.

How much memory do you have in your computer, also do you have a 32 or 64 bit OS and java? Currently you are trying to give the server 4GB ram and based on the error you either have 32bit OS or Java which means you can only give a max 2GB of memory.

I have 16gb of ram. 64 bit computer
