Final Edit: Java 8 doesn't support a few processes in Minecraft.
Windows 8/10 Fix:
1. Go to the control panel and the programs and features.
2. Uninstall Java 8. (Worry not almost nothing uses Java 8 as far as i'm aware)
(Side Note)
If the error changes to not being able to find a file in "X" location (for me it was C:\WINDOWS\jre......) delete the "jre" file (only if it has the jre file under windows) only windows 8 and 10 seem to have this issue as far as i'm aware
