Server unloading worlds

I have been having a problem with my server unloading worlds. No errors, no issues, just World "Spawn" has been unloaded upon start. After that, any time you enter a dimension and leave, it also unloads. They load back in easily but I have to constantly watch them.

That is a normal minecraft process to unload worlds and save them to disk if there is no activity or chunkloaders in them. I wouldn't worry about worlds unloading. It saves CPU and RAM by not having them loaded until needed.
