Windows .exe Server startup problem

I try to run the serverstart.bat provided with the modpack but whenever I do I get the following error:

Any ideas on how to fix this?

Yes. Navigate to the folder you installed/extracted the server to, or change "FTBServer-1.6.4-965.jar" to (for example) "C:\I installed my FTB server to this folder\FTBServer-1.6.4-965.jar".
