Server skipping ticks with 2 to 6g of RAM

Details of the issue So I have recently started a new server with the server running on the same pc as I am playing. Before I have run Skyblock, monster, infinity, infinity evolved. So I know it should work. Now my client is extremely laggy even though it has up to 6 gigs of RAM and I bumped the server up to a range of 2gigs to 6 gigs. I have 16 gigabyte in total. Now when the server is running it is constantly skipping ticks from about 80 up. Have there been any major changes since I have last done this? Maybe I am overlooking something. There are no crashes only very laggy kind of unplayable gameplay.

Some more information:
I have run solely the client with a singleplayer world and it works fine.
However as soon as I open server it starts skipping ticks again.
Is the Beyond pack so much more heavy server side that it isn't comparable with infinity evolved anymore?
I feel like my pc should easily be able to handle myself and a server (only played on by me and sometimes 1 or 2 others).
On single player it seems to take about 6 gigs of RAM now seeing as server also takes some of the responsibilities that happens in single player I would say 12 gigs in total is plenty for a client and a server.
Hope someone can point me in the right direction or help me solve this.
PC specs:
i7 2700k
16gb hyperx ddr3
gtx 1060 main 960 gtx secondary (not really interesting but hey idk what is going on)
