Server Sided issue

Few basic answers here first and foremost-
Modpack - Infinity Evolved
Version - 1.7.10
OS- Microsoft 2016 Server
Specs - I5, 16GB RAM, 1TB HD

Have not added any mods to server pack at all I'm trying to run a server, but every time I attempt to launch it (I had it working fine yesterday night, and out of nowhere it crashed and every time I attempt to start server I get this error)

I will be posting the pastebin of the entire error below if someone wants to read it through - I have read a few things, someone has said that my server thinks there's already a server using that port so it blocks it. Someone told me there is a Mod issue and that's why it is in an errored state. I just am looking for some assistance with people that are a lot more knowledgeable with this situation than myself.

Remove IP from server.properties - also make sure you have no other servers / processes (this could also be a leftover from a crashed start from before), if you're unsure on how to clear those out - restart the server (the OS).

Post new log if you still have issues.
