I'm paying for a server hosted by www.veoserv.com. They've got a fairly simle control pane to edit server.properties, white-list.txt etc. This is the first time that I've hosted a server, and it's just for me and a couple of friends.

What I need to learn is, how do I do more advanced things like ban items, turn off NEI Cheat Mode, etc. in case I decide to let other people in that I don't entirely trust.

Also, quick question, does the server keep any of the world loaded when no players are on line? Spawn area maybe?

I could answer your questions but honestly the best way to learn is to jump in an learn from your mistake, google will become your best friend.

If your world is set up as survival, NEI cheat mode should be off by default.

Banning items is tricky. There are a few options though. ForgeEssentials will allow you to ban items. This is probably the easiest way of doing so. Other 2 options involve porting plugins for from bukkit that allow item banning. For this you can use either MCPC Plus, or BukkitForge.

If trust is an issue, try getting permissions set up as well, so you can control who uses what commands. ForgeEssentials also does this. As do MCPC+ and BukkitForge if you use plugins such as PEX or GroupManager.

Spawn area will keep loaded i think, as well as any place you use chunkloaders.

Overall, I would check out ForgeEssentials, especially as your new to this. It allows for some more advanced control. Its pretty simple to work with and there is decent support documentation.

Google these mods, you should be able to figure it out from there ;)

ForgeEssentials is fine if you're just starting out. Once you're popular or know what you're doing you'll want to get away from all variants of Essentials.
