Server latency issues

my internet:

OS: WINDOWS 7 Professional
Ram: 4 gigs
Ram allocated: 2 gigs
I'm using one gig of ram for Ramdisk
Cpu: intel core i5
Pack: mindcrack

I'm using a modified .bat file
with sse4 and parallel threads.
And tweaked java garbage collection.

The problem is that everyone has a ping of over 600 ms to my server and when 4 people total are on the server everyone's ping goes OVAR 9000 and people lag out.

Can be several thins that is causing this lag. The internetconnection should be able to handle it.
Can you upload some serverlogfiles to pastbin orso, we might see something there.

You may want to try removing the ramdisk and allocating that extra gig to the server
