Problem Server lag FTB infinity evolved

I'm currently running an FTB Dedicated server with 15 - 20 people on at this time and having a lot of lag. I have checked the dimensions that are being used and i only have the over world on when the lag is happening which is over 70ms. Server is less than one week old. I have Generated the world im using with a border.

FTB infinity evolved 2.3.5

Dedicated server:
i7 4790k 4.0GHZ
32GB ram
500GB SSD
1GB's Upload speed
 
I have the same issue on my server that I host on my pc. I have 8gb of ram allocated to it, and I only play with two other friends, you have a pretty hefty set up there and are still getting lag, so I assume im not the only one with this problem. My server tends to get a lot of TPS flunctuations, im thinking that this is due to a mod in the mod pack.
 
have you ran a Profiler like opis or tickprofiler if nothing shows up on those i have seen Blood magics orchestra of the phantom hands wreck a server and be invisible to profilers
