So, I downloaded the legacy ftb, used the ftbinstall .bat file, made it so no taint biomes spawn, and then, started up the server. First error I get is here.

If there's a repeatable issue that can be labeled as a bug, then please use the issue tracker for the pack or the app at GitHub issue trackers - If there's no repository for a pack that means that the pack is old and/or will not be updated. Bugs for older packs will not be fixed, unless they are critical.

That looks pretty obvious. Java needs to be re-installed. Also, you need to use the 64 bit version of java. Don't use the x86/32bit version. You will not have enough ram for the game otherwise.
