Server install doesn't work

I'm trying to run a server for FTB Infinity Evolved 1.7 - 3.1.0. When installing the server I get this error:

After continuing and trying to run the server I get this error:

"Do you agree to the Mojang EULA available at https://account.mojang.com/documents/minecraft_eula ?"

Any Ideas as to why this happens?

I also tried running both jars and they both result in modded blocks not working.

I had this same issue I found " Currently Azure Functions only support Java 8. "
so I changed to java 8 and it worked. I hope this helps
