Server Host (renting) questions

Unsure wether this is the right heading to put this under, so if it's wrong, I apologise.

I was last active with minecraft/FTB in 2015/16, so my knowledge base has dropped a bit.

Back then I used to play with my friend, who shared an apartment with me while we were at Uni. Now we've both decided to start a new one, but have also moved in with our wives.

Thus, I have 2 questions and have not been able to find satisfactory answers online. Maybe my searching skills suck, but am hoping to find a kind soul here to give me answers or directionl, as I remember these forums being a bit more friendly than the reddit crowd.

The pack I'm currently thinking of is Direwolf20 1.16, though that might change when more packs for 1.16 release. Looking to pull the trigger on this around late January/Early Feb

Anyway:

1. Looking at server hosts, could anyone point me to one that runs stable with good connection speeds?
We recently ran a Starbound server with a lot of mods from a server host, but lag spikes made it a bit unfun, especially during combat.
We play out of africa, but our connection speeds are usually good enough to play FPS and MOBAS on EU servers with no perceivable ping issues.

2. Those sites that I have looked at seem to have very little RAM allocated for mods, since I specifically remember upgrading from 8GB to 16GB RAM just for our MC server. I'm aware the load is heavier when both server and client are run on the same machine, but since Ive never hosted like this, the servers with 1 - 3 GB feels like it would be too little? The packages allow for many people to connect, but it'll probably just be the 2 of us. (With a guest every now and then)
So if someone could tell me how much RAM they suspect would allow for a good experience for 2 - 5 players using these bigger modpacks.
