Yikes, looks like a block at (192,64,-749) in the overworld is causing the problems. If you can't start the server in order to delete the block, I recommend using MCEdit to surgically remove it. Alternatively, rollback to a map backup.

You may find this guide I wrote on MCEdit useful, although it is for deleting entire chunks, not individual blocks.

Not sure if this can do it but I use minecraft-region-fixer for things like this and it works great, you may want to give that a try as well.
