On launcher, click "options" tab, then click "advanced java options" and in the additional java parameters field write "-Duser.language=en -Duser.country=US" and then try launching a modpack
If you are using Twitch, click your username on the top right hand corner and select settings, then Minecraft on the left and scroll down to find additional Java parameters.
