Summary of the problem RS Interdimensional Upgrade not working

What is the bug? Refined Storage Interdimensional Upgrades don't connect across dimensions.
Mod & Version RefinedStorage-1.2.18.jar

Is it repeatable? I have linked my network transmitter to receivers in the Beneath, and in the Nether (not at the same time), and neither one connects.
The transmitter *has* an interdimensional upgrade.
I have both sides chunkloaded via FTB Utilities.
The RS system is receiving power. I have a full tier 7 DE energy core supplying power.
