Hello, I've recently upgraded my storage system to App. Eng. and I'm having a slight issue, i have 4 chests on 1 side (2 64k drives and 2 16k drives) and the other side of the room has 4 chests, only 2 have drives (16k). all 5 locations work with my enderchest + filter design, except my blocks chest (16k), the filter is in a permanent redstone on state, even though i have a timer pulsing every second, the drive isnt full and the pneumatic tube isnt broken in any way, but when the tube is broken, the filter shoots out items just fine, any ideas on what the issue is?

You say the drive isn't full - but are you referring to the number of bytes or the number of item types?
It's important to have space available for both or else your filter will get jammed...

If you have space for both, I'm not sure what the issue is.

The drive is preformatted, so a types issue wouldnt be the problem, and the ender chests are hooked up to a buildcraft-powered (diamond pipes for sorting) sorting system that is working fine. The current status of the drive is.. 5617 of 16384 bytes and 36 of 63 types (preformatted)

In that case, are you 100% positive that that particular ender chest never gets anything in it that the drive isn't preformatted for? If the filter encounters even a single item that it doesn't have a valid destination for, it will get jammed.

The ender chest is hooked up to my diamond pipe sorting system, and it works 99% of the time ( i wont say all the time because of my own errors lol ) and the ender chest is filled with cobblestone, dirt, and gravel from my quarry, and that's all that goes there for now. even breaking the filter to remove its invisible 9 inventory slots doesn't fix the issue, its always in permanent redstone on mode once there is a single pulse.

You have an issue where the filter tries to send an item for which there is no valid destination.

Attach a chest to the tube and observe what items are flowing into it, especially the first 1-2 that arrive. Then look into why these items won't be accepted by whatever destination you have in mind for them.

Yeah, the "permanent redstone on mode" that you're talking about is actually the filter getting jammed. Based on what you said is being sorted there, I don't know what could be going on exactly. Maybe you're getting flint, or maybe the AE drive has accidentally been preformmated for cobble double slabs instead of regular cobble. The best way to find out is to try Omicron's suggestion.

Of course, if the filter is receiving a steady redstone signal from something that can't be seen in your picture, that would be a problem as well.

He's using red alloy wire that goes on top the cobblestone block and connects to the filter there I think

Right right, but that's connected to a timer and therefore should be giving redstone pulses, which is what he wants.
If there's actually a steady 'on' signal being supplied to the filter, causing it to stop moving items, it's coming from somewhere else. It's possible that that signal could be carried by the same red alloy wire, but there would still need to be a source. And that isn't pictured.
