Actually they replant 3 wide just fine. At least for me they do. I'm using v22.
I have a magical crops plant which is six rows wide and has only two fans. It is working perfectly.

Then it has been changed in the updates. I was running v19d I think, and it only planted one row in that version and earlier ones even though it harvested 3 wide.

Also make sure your fans have enough power. If they don't have sufficient power then they will only harvest and not replant. Perhaps that's the problem in your setup where it only had enough power to replant one row (just guessing).
