Hello everyone:
I am trying to make steel so I can get started with Rotarycraft, however the Rotatycraft Blast Furnace is not heating up to 600F, its stuck at 580F. Does it take a while to get that last bump up to 600F? I have a lava sourceblock under the furnace.

It's not a good idea to setup a blast furnace in a snow biome. You'll never get to the heat you need without a heater/friction heater. Any other biome would be fine.

Well I guess that explains it, my base is built into a mountain in an Alps biome.
If you're really fond of your Alps biome, you can consider making your steel elsewhere for a short while, make a "heater" machine ( I believe its called) and use that to heat your blast furnace in the Alps. Then you can continue your fulltime production there.
