Restrict Item Placement by World?

Is there any sort of plugin that would allow you to restrict an item placement by world? For instance only allow Quarries on a mining world?

i use modifyworld for that. works good :) but care. Tincker construct pick axe has a option to place blocks from hotbar. it will probably bypass worldguard to
