(Resolved) OPs cannot perform the /help command

I currently have an issue on my server where any player that has been made an operator is unable to use the help command in game, or in the server console. Is there any way I can rectify this?

Operating System and bit type: Windows 7 64x and Debian Wheezy

Java version/update and bit type: 7u45 64x

Server versions: FTBServer-1.6.4-953(DW20-1.6.4) and mcpc-plus-1.6.4-R2.1-forge965-B195

Client output: "An unknown error occurred while attempting to perform this command."

Resolved: op-permission-level= must be changed from the default 4 to 1 in the server.properties file.
