Is there a way to reset where 0,0 is on your map? I want the spawn to be at the center before I create world borders.

can't you just go to where the spawn is and set world border from there?

Backup your server files just incase something goes wrong.

Load the server with MCPC+ (make sure you get the correct version of MCPC+ for your version of minecraft/feed the beast)
http://ci.md-5.net/job/MCPC-Plus-Legacy/
Install commandbook http://dev.bukkit.org/bukkit-plugins/commandbook/
Use the setspawn command to move the spawn to 0,0
MCPC+ will also allow you to install other Bukkit related server protection mods which is highly recommended for a public server.

Alternatively you can use NBT explorer and edit the map dat file directly to change the default spawn point.

I have heard of people breaking their maps with MCEdit so I would not suggest using MCEdit.
