Repeating MoTD every xx minutes

Is there a server side mod to repeat a motd every xx minutes.
I can put a regular minecraft motd in but upon logon it quickly gets brushed away by all the "addon update" notifications which I believe are client-side so I can't make sure people see the notice.

I have noticed a "no new mail" message on logon (seems forge server tools may have added that)

Can anyone point me in the right direction?
