Details of the issue I experience lag on a mulitplayer server when in my base. What is weird about it is, it is not fps lag or anything of the sort, I just find myself 15 seconds behind everyone else constantly. My friends do not have this issue and the issue goes away once i go to spawn or leave the area. I thought it would be a chunk issue, but my friends aren't experiencing it so I have no idea and am now out of options.

Sounds like you have a bad connection to the server.

What download / upload speed do you have on your connection?
Where is the server hosted? (what download / upload speed is available for the server to use?)
 
Not true. I have 150 up 50 down. I also have no connection issues when I am at spawn, or even other servers on the network
